Dear Comrades,
NFPE along with
AIPEUGDS (NFPE) has taken decision to go on 48 hours strike on 1st
& 2nd December, 2015 on the four point\s charter of demands.
NFPE had requested
Secretary (P) in writing and by meeting personally to resolve the issues which
are pending since long. But it is a very sorry state of affairs on the part of
Department of Posts that neither any issue is settled nor even a single line in
reply is being given.
As you all are aware that NFPE along with PJCA had declared
indefinite strike from 6th May-2015 onwards. On most of the
items Secretary (P) gave positive
assurance in writing in the meetings
during negotiations on agenda of strike Charter of demands and the
minutes were circulated among all and were published in all union journals. On
5th May Honourable Minister
Communication also called meeting
with both Secretary Generals NFPE & FNPO and he also gave positive assurances
including GDS wage revision by 7th
CPC and for Cadre restructuring he told
that he has signed the file after
approving the proposals and handed over to Secretary Post.
But after a lapse of 6
months period no progress is being noticed in any of the matter.
Earlier National Joint
Council of Action of Constituent
Organizations of National Council JCM
had taken decision to go on
indefinite strike from 23rd November -2015 in which our main demand of inclusion of GDS was
also included in the Charter of demands
It was expected that
Pay Commission will submit its report upto 30th September, 2015. Pay
Commission requested to grant 2 months extension to bind up the office but the
Government of India was very much generous to grant 4 months extension to Pay
Commission. Pay Commission has completed its task but now Government is
interfering and Secretary Finance Ministry has directed Pay Commission to give
recommendations keeping in view the fiscal condition of the country and it
should not give such recommendations which cannot be implemented. NJCA had
deferred the decision of strike from 23rd November, 2015. We as NFPE
told in the meeting of NJCA that we are going on indefinite strike in Postal.
NJCA leadership requested to review and
reconsider the decision and change the date as NJCA has given call of a grand Dharna by All India
leaders of NJCA at Jantar Manter, New Delhi on 19 November,2015. Some of our Confederation leaders and senior leaders of NFPE also
advised to review the decision. Accordingly NFPE Federal Secretariat meeting
was held at Hyderabad on 11.10.2015 and reviewed the situation and unanimous
decision was taken to organize 48 hours strike on 1st & 2nd
December, 2015 on the following 4 points of Charter of demands:
(i) Include GDS in 7th CPC for wage revision and
other service related matters.
(ii)
Implement cadre Restructuring proposals in all cadres including Postal Accounts &
MMS.
(iii) Fill up
all vacant posts in all cadres of Department of Posts (i.e. PA, SA, Postmen, Mail Guard, Mail Man, GDS Mail Man,
MMS Driver & other staff in MMS,
PA CO, PA SBCO, Postal Accounts
Staff, Civil & Electrical Wing Staff,
as per actual sanctioned strength.
(iv) Stop all
types of harassment in the name of implementation of various new services
and schemes and Trade Union Victimization.
BRIEF OF JUSTIFICATION OF DEMANDS
(i). INCLUDE GDS IN
7TH CPC FOR WAGE REVISION AND OTHER SERVICE RELATED MATTERS.
Gramin Dak Sewaks
constitute 50% of Work Force in Department of Post. They run 89% Post Offices
in Rural Areas. Since 2nd Pay Commission, every time a Committee headed by bureaucrats has been constituted to look into the wage
revision and other service related
matters except at the time of Vth Pay Commission when Justice Talwar
Committee was formed which
gave very favourable recommendations to the GDS but Government did not implement 25% of its recommendations.
This time NFPE raised the issue to include GDS in 7th CPC and this
was supported by Confederation and National Council JCM. But Government has not
given any attention towards this demand. During the negotiation on Strike Charter of demands, Secretary (Post) assured
to refer the matter to Government of India again third time with strong recommendations and on
05.05.2015 , Hon`ble Minister
Communication had also assured to use his influence to get the GDS included in
7th CPC but nothing has been done so far. It is coming to the notice
by some sources that Department of Post is going to form bureaucratic Committee
again. We have requested several times that when Pay Commission complete its
task than this matter should also be
given to him . Now Pay Commission has been allowed to sit idol for 3 months.
This period might have been utilized for the wage revision of GDS. But
Government of India is not at all concerned about this poor deprived and
exploited section of working class. We cannot tolerate this state. So we have
to go to agitation to fight this injustice and discrimination.
(ii). CADRE
RESTRUCTURING
Cadre
Restructuring proposals were finalized by the Committee 2 years before. On 5th
May 2015 Minister also approved.
JS&FA also cleared the proposals. DOP&T has not raised any
objection and suggested to take clearance from Finance Ministry. There is no
more financial implications even that Finance Ministry has not cleared the
proposal. We have asked Department of Post several times but nothing has been
done so far. If it is not implemented before implementation of 7th
CPC report. It will be of no use.
(iii). FILL UP ALL
VACANT POSTS IN ALL CADRES OF DEPARTMENT OF POSTS.
Though Recruitment is
going on in the Department of Posts here and there. But there is acute shortage
of staff in all cadres because recruitment is not being done as per actual
sanctioned strength. If recruitment is made as per actual sanctioned strength
and shortage is met out then 50%
problems will be solved automatically.
(iv). STOP ALL TYPES
OF HARASSMENT IN THE NAME OF IMPLEMENTATION OF VARIOUS
NEW SERVICES AND SCHEMES AND TRADE UNION VICTIMIZATION.
Our staff in all cadres
is facing so much harassment and victimization. Every day any new service or
scheme is being launched without proper infrastructure and sufficient man
power. CBS and CSI biggest problem for P-III, 100% delivery for Postmen.
Harassment of staff in RMS on OTA, More problems in Circle Office, Postal
Accounts and Civil Wing and Electrical Wings are being faced due to staff
shortage. If any Trade union leader raises his voice against these onslaughts,
he is victimized. Holding of Melas and Meetings on every Sunday and Holiday has
become the regular practice against the directions given by Secretary (Post).
So keeping in all these
we have to fight against all these onslaughts and wrong policies of department
of Posts and Government of India.
Whatever we have
achieved that is due to struggle only. We have achieved so many things in past
by struggles only. If we fight unitedly we will win sure.
For making the strike
100% successful please follow the following instructions:
1. Campaign programme of All India
leaders have been declared and published in websites, all circle secretaries of
NFPE affiliated unions are requested to consult each other and make all
arrangements for the meetings of All India leaders. If any change is needed,
can be made with consultation of all.
2. All India leaders should attend the
programmes compulsorily.
3. Maximum publicity should be given to the
campaign programme.
4. Strike notice will be served on 06.11.2015 to the Secretary
(Posts) by NFPE leaders.It should be served at all levels by organizing mass
demonstrations.
5. Joint campaign programme should be
conducted by all Circle/Divisional Secretaries in their respective Circles and
Divisions and make maximum efforts for grand success of strike by organizing
Gate meetings and General Body meetings.
6. Circulars/Pamphlets /Hand bills
and Posters should be published and send to all. These should be published in
regional language also.
7. Please leave no stone
unturned for success of strike.
8. Give Wide
Publicity in local Press and Media.

50 mail runners through post offices in Mogappair West, Valaaravakkam and Thiruvanmiyur reached General Post Office, George Town on the occasion of celebrating National Postal Week.
On Wednesday, a
team of youngsters tried to rewind the clock a bit and took Chennaiites
to a bygone era when sturdy men were employed to deliver messages. Clad
in khaki and white, carrying mail bags and spears, these youth walked
the streets of Chennai commemorating the service of mail runners, the
predecessors of the postal system. Thirty five youngsters relayed two km
in the costume and covered 50 post offices on two routes — Mogappair
West to General Post office and Valasaravakkam to GPO. They were
honoured at a function at GPO.
“It was
difficult to manoeuvre in the traffic between Saligramam and Vadapalani.
Because of the period costume, people gave me surprised glances and I
was even chased by a dog. I understand how mail runners braved weather
and animals in the past,” said Dheena M., an entrepreneur who was a
volunteer ‘mail runner’ on Wednesday.
The
idea to pay tribute to mail runners came about when debut actor and
entrepreneur Ram Arun Castro was researching for his upcoming movie
Ottathooduvan . “I did not find much information even on the internet on
these brave men who met with even fatal accidents on their way to
convey messages. There were runners who ran 20 km a day carrying a
lantern, a sack of letters and a spear to defend themselves,” said Mr.
Castro. He mobilized a group of youth to play the role of mail
runners as a tribute.
“Some people
mistook us to be beggars as we tried to check for addresses,” he said.
The group has also submitted a petition to the postal department to
establish a statue for mail runners. There were over 1300 mail runners
in the Indian postal department when the service was started in 1854.

JCM National Council Standing Committee Meeting held on 9th October 2015
Brief Note on JCM National Council Standing Committee Meeting held on 9th October 2015 at New Delhi.
Dear Comrades,
The Standing Committee of the JCM National Council met on 9th October,
2015. As you are aware, earlier, the National JCA had decided to defer
the strike action and organize a massive Dharna programme at Jantar
Mantar on 19th November, 2015 to register its strongest protest over the
Government’s engineered delay in the submission of the 7th CPC Report.
Later, the Finance Ministry has issued a statement asking the 7th CPC to
factor into its report the fiscal concern of the Government, which was
an unwarranted interference in the independent functioning of the
Commission and to pressurise the Commission not to recommend wage rise
on the basis of a sound and scientific formulation.
The Staff side on receipt of the invitation to have the meeting on 9th
October, decided to respond and convey to the Government their strong
resentment over the virtual dilution of the negotiating forum as also
the above concerns. In the meeting the Staff side was informed that the
Secretary Personnel would be meeting the Standing Committee soon and the
meeting on 9thwas in fact only a prelude to understand each other’s
points of views. It was in the background the meeting was held on 9th
October, 2015.
The leader and Secretary, Staff Side conveyed the unanimous decision of the National JCA as under to the Government.
(a) The Standing Committee, as per procedure evolved, must be chaired by the Secretary Personnel.
(b) The JCM Machinery’s functioning should not be diluted.
(c) The promised meeting of the National Council has not taken place so far.
(d) The minutes of the last two meetings of the National Anomaly Committee have not been formally issued.
(e) ‘The Official side Secretary must convene a meeting of the Staff Side to iron out any difference in the draft minutes.’
(f) Normally meetings are held after circulation of the ATS. This has not been done.
(g) The Official Side must convey the anguish of the employees over the
delay in the submission of the report by the 7th CPC which they
justifyly feel has been engineered by the Government. They also pointed
out that they are constrained to believe that the Govt. was
unnecessarily interfering in the functioning of the Pay Commission.
We give hereunder a brief resume of the discussions held on the agenda items.
After the initial remarks made by the Staff Side all issues in the
charter of demands were discussed. There had been however, no final
settlement on any issue as the meeting itself was not convened for that
purpose. The Staff Side stated that even the promises held out in the
last meeting that the Departmental Council meeting would be held soon
was not honoured.
On the question of Pay revision related issues, viz. Interim relief, DA
merger, inclusion of GDS etc . elaborate discussions were held. It has
come out clearly that on all these issues, the Finance Ministry has
taken an nugatory Stand, even though the arguments put forth were
extremely untenable. It was pointed out by the Staff Side that the
Interim relief and DA merger was denied on the specious plea of
submission of the report in the stipulated time. Having extended the
time, the Govt. ought to have considered the grant of these two demands.
There had been a very elaborate discussion on the question of inclusion
of the GDS within the purview of the 7th CPC. The Postal Department’s
representatives narrated the efforts made by them to the Government for
conceding this demands. The Finance Ministry has stood firm and objected
to the demand being agreed to. The Staff Side has, in the given
situation of the 7th CPC having finalised its report, requested the
Government to refer the matter to a Judicial Committee headed by the
present Chairman, 7th CPC as he has now been fully apprised of the
functioning of various ministries and Departments of the Government
through the interaction with the Staff and official sides. No commitment
was however made by the Government to the above suggestion.
On the question of induction of FDI in Railways, Corporatisation of
Postal Department and Defence organisations, the representative of the
Railway Ministry stated that they are constantly discussing the issues
with the Railway Federations and was exploring the possibility of
reaching an agreement. In the case of corporatisation of the Postal
Department, it was stated that the recommendations made by the Committee
was discussed with the Federations and it has been agreed that except
induction of certain professionals at the managerial level to fine tune
the functioning of the Department in the changed scenario, the
Federations have been assured that no structural changes would be made
without consulting them. However, in the case of Defence, no discussions
with the Federations have been held so far.
PFRDA. The Staff Side pointed out the present scenario in the Government
offices, where the number of employees and officers who are outside the
ambit of the statutory pension scheme has grown and have reached in
certain organisations to the extent of 25 to 30%. These employees are
extremely concerned of the new scheme and their anguish have been
expressed in many forms. The Unions would be compelled to take drastic
action if the Government refuses to heed to their plea to effect a
relook or revisit on the matter. The representatives of the Railways
pointed out that the Honourable Minister for Railways was convinced of
the situation and that was the reason why he had written to the Finance
Ministry that in the given situation of the Railway functioning, the new
scheme would not only jeopardise the interest of the Railwaymen but
also of the Railway Industry itself.
On the specific question raised by the Staff side in the last meeting in
respect of resolving the issues of Medical Store Deport and the
Printing and Stationery department, the Staff Side stated that only the
meeting of the Medical Store Depot was held and the issues have been
resolved to some extent. The Printing and Stationery Department has now
sent a communication to the Staff Side fixing the meeting on 15th
October ‘15. The general issues emanating from the policy of outsourcing
and contractorisation was also discussed at length.
JCM functioning had been the central point of discussions. The Staff
Side has pointed out that unless the Government makes up its mind that
the machinery should be put on operation, no industrial peace would come
in the functioning of the various departments of the Govt. of India.
The Staff side asked the Department of personnel to collect the
information of the number of cases litigated in the courts by the
Government employees in 1991 and 2015 and make a comparison to know the
seriousness of the problem.
On compassionate ground appointments question, it was stated by the
Staff Side that despite advancing no cogent argument by the official
side for retaining the 5% ceiling, the Department of personnel does not
want to make a relook into the matter. The Staff Side pointed out that
large number of applications were pending in various Departments, and
the concerned department would not be able to clear them even after 20
years for want of the requisite vacancies. They also pointed out that
the decision of the Government to impose the 5% ceiling was amounting to
a cruelty imposed on the family members of the Government servants who
dies in harness.
The Labour Ministry representative was present at the meeting. The
meeting did not discuss the merits and demerits of the labour reforms as
the Trade Unions in the country has justifyly concluded that it has
been conceived to favour the corporate houses and to take away the
existing privileges of the workers. The point at issue, however, at the
meeting was as to why the Labour Ministry did not cause a consultation
with the Industrial Federations in the Government of India, for whom the
Industrial Disputes Act is applicable. The Labour Ministry has assured
to convene a meeting of the representatives of such organisations soon.
The Labour Ministry representative also stated that the government has
agreed to raise the bonus ceiling but it would not be appropriate for
him to make a mention of the quantum as the Cabinet is yet to give its
clearance. The Government would be able to take a decision in the matter
only after the Bihar elections are over.
The Staff Side explained the background of the demand for five
promotions. The reaction of the official side was that the matter must
be appropriately discussed only after the 7th CPC report is made
available.

Singapore: World's first drone postal delivery takes place on Pulau Ubin island
Singapore has carried out the world's first point-to-point postal delivery by drone SingPost and IDA
Singapore has successfully performed the world's first delivery of
mail by drone, conducting a test flight carrying a letter and a parcel
with a T-shirt, which crossing from one island to another.
While there have been other similar postal-delivery-by-drone trials
conducted by DHL in Germany, Swiss Post in Switzerland and the Posti
Group in Finland, Singapore Post (SingPost) claims that this is the
first time that an unmanned aerial vehicle (UAV) has been used for
point-to-point recipient-authenticated mail delivery.
The drone took off from Lorong Halus, a wetland area on the eastern
bank of Serangoon Reservoir on mainland Singapore, and flew 2km to the
delivery location within just five minutes across open water to Pulau
Ubin, one of Singapore's 60 offshore islands, preserved as a rural area
of beauty.
The SingPost Alpha Drone
The SingPost Alpha Drone was built by SingPost in collaboration with
IDA Labs, the research arm of the government agency Infocomm Development
Authority of Singapore (IDA).
It can carry a payload weighing up to 500g and travel a maximum
distance of 2.3km, but it cannot fly any higher than 45m, which is far
below the maximum height of 400m established by civil aviation
authorities in Europe and the US.

The drone uses technology from the open source Pixhawk Steadidrone
platformtogether with a new experimental delivery platform developed by
SingPost and tied to a mobile app.
"This drone technology is tailored for use in dense urban landscapes.
It is energy-efficient and reduces carbon footprint as it is fully
battery-operated," said Dr Bernard Leong, head of digital services at
SingPost.
"We have developed a customised solution app equipped with security
features and authentication functions to ensure that mail and packages
are delivered to the intended recipient. Through this app, users will be
able to select their preferred delivery date and time to suit their
schedules."
Still a way to go before drone deliveries take off
Drone delivery might sound very exciting, but realistically even
Singapore, which is known for its early adoption of emerging
technologies, admits that it will be some time before UAVs become a
regular sight in the sky.
"Although it will be a while before it is viable for drone mail
delivery to take off in Singapore, taking into consideration commercial
and safety factors; this first step by SingPost and IDA demonstrates
what Singapore is trying out with our Smart Nation vision – to have the
various parts of our ecosystem collaborate, experiment with new ways of
doing things, and in the process, literally aim for the sky with new
technology," said Jacqueline Poh, managing director of IDA.
Drone guidelines set out by the Civil Aviation Authority of
Singapore, following the passing of the Unmanned Aircraft (Public Safety
and Security) Bill in August 2015CAAS
Singapore allows anyone to fly drones within their line of sight, but
commercial users must obtain an operator permit and an activity permit,
following the passing of the Unmanned Aircraft (Public Safety and
Security) Bill in August. Even recreational users are required to apply
for an activity permit if they choose to fly the UAV outdoors, but no
permit is required if the drone is flown indoors or in an area not
affecting the general public.
The Singapore government is keen to push the use of drones in order
to ease manpower constraints in the country. In February, local
restaurant chain Timbre Group made international news for trialling
drone waiters to help deliver food from its kitchens.

The major change done by infosys to address EOD issues is
1. SOLs should only run HISCOD menu ( new menu available for PO user -
SU, SA, PM )
2. HSCOD, HSOLCOP and HSCOLD to be executed by CPCs in circle sets
The changes are already deployed by Infosys in production. For any
clarifications on the changes made please contact Mr Elango, Infosys.

MEETING WITH CHIEF PMG, TN ON 09.10.2015 TO DISCUSS STAFF MATTERS
CHIEF PMG அவர்களுடன் சந்திப்பு
ஏற்கனவே அறிவித்தபடி, நேற்று மாலை
04.30 மணியளவில் CHIEF PMG அவர்களுடன் ஊழியர்கள் பிரச்சினை
தொடர்பாக நம்முடைய சந்திப்பு நடை பெற்றது . சந்திப்பின்போது ஊழியர்கள்
தரப்பில் அஞ்ச மூன்று மாநிலச் செயலர் தோழர். J .R ., மாநிலத் தலைவர் தோழர்.
P . மோகன், மாநில நிதிச் செயலர் தோழர் . A . வீரமணி , அஞ்சல் நான்கு
மாநிலச் செயலர் தோழர். G . கண்ணன் , AIPEU GDS NFPE மாநிலச் செயலர்
தோழர்.R . தனராஜ் ஆகியோரும் நிர்வாகத் தரப்பில் CHIEF PMG அவர்களுடன் PMG,

சந்திப்பின்போது பேசப்பட்ட பிரச்சினைகள் மற்றும் அதற்கான நிர்வாகத்தின் தீர்வு மற்றும் பதில்கள் குறித்து கீழே அளிக்கிறோம்.
1. CBS தொடர்பான பிரச்சினைகள்
குறித்து மட்டுமே கிட்டத்தட்ட 45 நிமிடங்கள் முழுமையாக விவாதிக்கப்பட்டது.
நமது மாநிலச் சங்கத்தின் தொடர் கடிதங்களின் அடிப்படையில் , இதற்கான
முயற்சிகள் எடுக்கப்பட்டுள்ள தாகவும், ஒவ்வொரு பிரச்சினைக்கும் நிச்சயம்
தீர்வு அளிக்கப்படும் என்றும் CPMG அவர்கள் உறுதி அளித்தார்.
a ) முதலில் EOD அளிப்பதால்
ஏற்படும் LATE DETENTION குறித்து பிரச்சினை தொடர்பாக, கடந்த இரு
நாட்களில் INFOSYS உடன் விரிவாக விவாதிக்கப்பட்டு, மேலும் IBM தரப்பிலும்
கலந்து FINACLE SOFTWARE இல் ஒரு தீர்வுக்கு ஏற்பாடு செய்துள்ளதாகவும்,
இதன்படி எதிர்வரும் 12.10.2015 மாலை
முதல் சேமிப்பு வங்கிப் பிரிவில் எல்லா VOUCHER களும் CLEAR செய்து
VALIDATION கொடுத்தபிறகு POSTMASTER க்கு AUTHORIZE செய்யப்படும் HSCARD
மூலம் எல்லா TRANSACTION களும் COMPLETE செய்யப்பட்டதை அவர் உறுதி செய்த
பிறகு "OK BUTTON CLICK" செய்தால் போதும் என்றும் இதன் பிறகு ஊழியர்கள்
அலுவலகத்தை விட்டு கிளம்பலாம் என்றும் உறுதி அளிக்கப்பட்டது.
b ) முதல் நாளைய DC CLOSURE PROCESS
மறுநாள் PEAK HOUR இல் எடுக்கப் படுவதாலும், அதே நேரத்தில் மிக அதிக
எண்ணிக்கையில் அலுவலகங்கள் MIGRATION செய்யப்படுவதாலும் PEAK HOUR SLOW
DOWN ஏற்படுகிறது . இதனால் பொதுமக்கள் சேவை முற்றிலும் பாதிக்கப்படுகிறது.
CUSTOMER உடன் COUNTER இல் பணியாற்றும் ஊழிர்களுக்கு தேவை யில்லாமல்
மோதல் ஏற்படுகிறது என்பதை சுட்டிக் கட்டினோம்.
MIGRATION ஆல் இந்த பிரச்சினை
எழவில்லை என்பதை பரீட்சார்த்தமாக கடந்த நாட்களில் சோதனை செய்து உறுதி
செய்துள்ளதாகவும் DC CLOSURE PROCESS PEAK HOUR இல் செய்யப்படுவதால்
இந்தப் பிரச்சினை ஏற்படுகிறது என்பதை தாங்கள் ஏற்பதாகவும் எனவே அதன் மீது
INFOSYS உடன் கலந்து EOD II STAGE மற்றும் III STAGE PROCESS இல்
மாற்றம் ஏற்படுத்த உள்ளதாகவும் இந்தப் பிரச்சினைக்கு விரைவில் தீர்வு காண
INFOSYS உறுதி அளித்துள்ள தாகவும் தெரிவிக்கப்பட்டது.
c) CHEQUE CLEARANCE பிரச்சினையில் ,
தற்போது CBS ஆக்கப்பட்டுள்ளதால் ஒவ்வொரு அலுவலகத்திற்கும் CLEARING
HOUSE இல் இருந்து தனித் தனியே அனுப்பிடாமல் CENTRALISED
ஆக இந்தப் பிரச்சினையை கையாள ஏற்பாடுகள் செய்யப்பட்டு வருவதாகவும் ஒரு
மாதத்தில் இதற்கு தீர்வு காணப்படும் என்று உறுதி அளிக்கப்பட்டது.
d) புதிதாக MIGRATE செய்யப்பட்டு
வரும் RURAL /REMOTE SINGLE /DOUBLE HANDED S.O. க்களில் ஏற்படும் NETWORK
பிரச்சினை காரணமாக அவர்கள் மாலையில் அருகாமையில் உள்ள பெரிய
அலுவலகங்களுக்கு செல்ல வேண்டி உள்ளது என்பதை சுட்டிக் காட்டினோம். இது
குறித்து தங்களுக்கு எந்தப் புகாரும் இதுவரை வரவில்லை என்றும் அப்படி
ஏற்படும் அலுவலகங்களின் பட்டியல் அளிக்கப்பட்டால் உடன் BSNL மற்றும SIFY
யுடன் தொடர்பு கொண்டு இதனை தீர்க்க ஏற்பாடு செய்யப்படும் என்று உறுதி
அளிக்கப்பட்டது. எனவே இது குறித்து கோட்ட/கிளைச் செயலர்கள்/ மாநிலச் சங்க
நிர்வாகிகள் , மாநிலச் சங்கத்திற்கு EMAIL மூலம் உடன் தகவல் அனுப்பிட
வேண்டுகிறோம்.
2) திண்டுக்கல் கோட்ட முதுநிலைக்
கண்காணிப்பாளரின் ஊழியர் விரோத நடவடிக்கைகள் குறித்தும் தொழிற்சங்கங்களின்
அறிவிப்பு பலகை வைப்பது குறித்து ஏற்கனவே அளிக்கப்பட உத்திரவு
நிறைவேற்றப்படாதது குறித்தும் விரிவாக பேசினோம். மாநிலச் சங்க புகார்
குறித்து REPORT கேட்கப் பட்டுள்ளதாகவும் அதில் சுட்டிக் காட்டப்பட்டுள்ள
பிரச்சினைகள் குறித்து நடவடிக்கை மேற்கொள்ளப்படும் என்று
தெரிவிக்கப்பட்டது. அறிவிப்பு பலகை பிரச்சினையில், அலுவலகத்தில் ஊழியர்
தரப்புடன் கலந்து ஊழ்யர்களின் பார்வையில்படும் பிரதான இடத்தில் வைத்திட
தாம் அறிவுறுத்தி யுள்ளதாகவும் CHIEF PMG கூறினார். மேலும் தானே நேரில்
சென்று பார்க்க உள்ளதாகவும் தெரிவித்தார்.
3) மேற்கு மண்டல அலுவலகத்தில்
திருப்பி அனுப்பப்பட்ட ஊழியர்களில் மூவரை மீண்டும் மண்டல அலுவலகத்திற்கு
DEPUTATION கேட்பது குறித்து விவாதிக்கப்பட்டது. புதிதாக பணியில் சேர்ந்த
ஊழியர்கள் பயிற்சி பெறாததால் மண்டல அலுவலகத்தில் BD மற்றும் TECH BRANCH
களில் பாதிப்பு ஏற்பட்டுள்ளதாகவும் ஆகவே தற்காலிகமாக 3 மாதங்களுக்கு
மட்டும் DEPUTATION இல் அந்த ஊழியர்களை அளிக்க வேண்டி CHIEF PMG இடம்
PMG WR அவர்கள் அனுமதி கோரி பெற்றுள்ளதாகவும் தெரிவித்தார். மேலும் இது
நீட்டிக்கப்படாது என்று உறுதி அளித்தார். இதர ஊழியர்களை RELIEVE செய்வது
குறித்து தனது INSPECTION போது நேரில் ஆய்வு செய்து நடவடிக்கை எடுப்பதாக
CPMG அவர்கள் உறுதி அளித்தார்.
4) சென்னை GPO மற்றும் அண்ணா சாலை
தபால்காரர்களின் விடுப்பு மற்றும் காலியிடங்களில் பணி இணைப்பு செய்யாமல்
பதிலி அனுமதிக்கும் பிரச்சினையில் இது குறித்து உடன் உரிய அறிவுறுத்தல்
செய்யப்படும் என்று உறுதி அளித்தார்.
5) ANNA ROAD HPO தலைமை அஞ்சலகத்தில் எடுக்கப்பட்ட SENTRY POST மீண்டும் எதிர் திசையில் வைக்கப்படும் என்று உறுதி அளித்தார்.
6) GDS ஊழியர்களின் நீண்ட காலமாக
நிலுவையில் உள்ள ஒய்வு பெற்ற ஊழியர்களின் SEVERANCE தொகை அளிப்பது
குறித்து PFRDA வுக்கு எடுக்கப் பட்டுள்ளது எனவும் இதுபோல குரூப்
இன்சூரன்ஸ் தொகை தற்போது வழங்கப் பட்டு வருவதாகவும் , RPLI INCENTIVE
BILL PAYMENT அளித்திட FUND மண்டலங்களுக்கு ALLOTMENT
செய்யப்பட்டுள்ளதாகவும், ESSENTIAL FORMS SUPPLY உறுதி செய்திட ஆவன
செய்வதாகவும் தெரிவித்தார்.
சுமார் மாலை 06.00 மணிவரை இந்த
சந்திப்பு நடைபெற்றது . ஊழியர்களின் பிரச்சினைகள் குறித்து மாநில
நிர்வாகம் முழுமையாக தெரிந்துகொள்ளவும் அதனை முழுமையாக உணர்ந்திடவும் இந்த
சந்திப்பு பயனாக அமைந்தது.
இந்த சந்திப்பின்போது அளிக்கப் பட்ட
உறுதிமொழியை காலதாமதமின்றி நிச்சயம் நம்முடைய CHIEF PMG அவர்கள்
நிறைவேற்றுவார் என்று நம்புகிறோம். நமது CHIEF PMG அவர்களுக்கும் இதர
மாநில நிர்வாகத்தின் அதிகாரிகளுக்கும் நம்முடைய நன்றி !

Recommendations of 7th Central Pay Commission would be implemented from 1st January, 2016: Finance Secretary
Finance Secretary Ratan Watal said
although the recommendations would be implemented from 1 January, 2016,
the burden on the exchequer would not be much in the current financial
year.

December 2015 to submit its report on revising emoluments of nearly 48
lakh central govt employees and 55 lakh pensioners
New Delhi: Finance ministry on Monday
said the Seventh Pay Commission will be mindful of the fiscal concerns
of the government while giving its report on new pay scales and
remunerations for central government employees and pensioners.
The Commission, headed by Justice A K
Mathur, has been given time up to December 2015 to submit its report on
revising emoluments of nearly 48 lakh central government employees and
55 lakh pensioners.
“We have communicated our concerns with
regard to sustainability of public expenditure to Pay Commission. I am
sure the members and chairman of the commission are aware of and will be
sensitive to our concerns,” finance secretary Ratan Watal told
reporters in New Delhi.
The Commission has time till December to
submit its report, he said, adding thereafter it would be scrutinised
by a secretariat to be set up in the finance ministry. Watal said
although the recommendations would be implemented from 1 January, 2016,
the burden on the exchequer would not be much in the current financial
year.
However, he added, it would have
implications in next fiscal. The Commission, headed by Justice A K
Mathur, was appointed by the previous UPA government in February 2014
for 18 months. Its terms was extended in August 2015 by four months till
31 December, 2015.
The government constitutes the Pay
Commission almost every 10 years to revise the pay scale of its
employees and often these are adopted by states after some
modifications.
As part of the exercise, the Commission
holds discussions with various stakeholders, including organisations,
federations, groups representing civil employees as well as Defence
