Respected Sir,

            Sub: Regional Council, JCM  meeting notified to be held on 06.08.2015 – Subjects thereof- Reg.
The  under mentioned item of subjects are proposed for discussions with the Administrative side, during the ensuing meeting. Since the RJCM meeting is announced after a long gap of more than three years, all the items mentioned therein may kindly be entertained. Discussions may be held with, on the key issues and action taken report may be given on the other issues, as done in the JCM Departmental Council meetings. Relief, on duty, may kindly be granted with, for the members of the  RJCM, one day in advance of the meeting, in order to facilitate the staff side  to have consultations on the subjects within ourselves, as envisaged in MHA OM No.8/1/64-JCA dt. 30.12.1966.

1. Request for furnishing action taken report on the charter of demands submitted by the NFPE unions on 26.03.2015 one day Statewide strike in Tamilnadu Circle.

2. Allotment of at least a small size room to the RJCM Staff side in the recently vacated BSNL building adjacent to Anna Road HPO premises or within the Anna Road HPO premises, as assured by the Administrative side in the earlier RJCM meeting and as directed by the  Secretary Posts under item 63 in the  JCM Departmental Council meeting. Dt. 16.12.2014.

3. Request to initiate action to have a thorough review on assessment of vacancies in PA cadre in all the Divisions, so as to fill up all the difference in vacancies between the sanctioned and working strength immediately. There is mismatch between the sanctioned and working strengths, despite taken into account of the current year vacancies announced, screening committee vacancies etc. For Eg. Namakkal, Kanchipuram, Chengalpattu, Tiruvannamalai, Sivaganga, Kumbakonam, Mayiladuturai , Dindigul, Dharmapuri and Salem East divisions. Item No.31 in JCM DC meeting dt. 16.12.2014. Request to allow outsourcing as an interim measure to come over the acute shortage in these Divisions.

4. Request to make conducive atmosphere and peaceful working environment in Tamilnadu Circle in the interest of the service, Department and staff by cancelling the orders of victimization as refd. in JCM DC item no.84 meeting dt.16.12.2014. There is curbing of Trade union rights in Southern Region and denial of permission even to conduct Dharna or demonstration. Large scale trade union victimization unleashed for peaceful demonstrations. Trade union notice boards removed in Dindigul Division arbitrarily and office bearers are victimized. Trade union victimization unleashed against the union office bearers of RMS unit who have visited Ekkattuthangal parcel Hub. Large scale punishments imposed on PAO staff, Chennai.

5. Request to stop fixing of unrealistic norms to the indoor staff to procure RPLI policies, opening of Savings Bank Accounts, E-Posts, IMO etc . Request to stop harassment of GDS by fixing unrealistic target in procuring RPLI policies, securing Savings Bank Accounts, bringing duty unofficially even during night hours/Sundays/Holidays. Threatening of officials , by frequently calling  them  at R.O. to seek explanations, for non adherence of targets, delivery performance, which is an unfair  labour practice etc. especially in SR & WR.

6. Request for settlement of CBS/CIS  connected problems immediately. There is poor bandwidth connectivity and the capacity of systems are very low  and they could not even to cope up with the capacity so as to  install Windows 7 and  Symantec Antivirus in many areas. Widows 7  loaded in many offices are reportedly pirated. There is non uploading of 100% premium collections of PLI/RPLI into NIC data, which resulted in enormous public complaints after migration to Mc Camish. Request to engage outsourcing or outsourced agency for data entry as per Departmental norms.                                                                                                               
7. Request to withdraw Sunday/Holidy duties ordered regularly in the name of Speed Delivery, delivery of 
 e-commerce articles etc, preventing the  legitimate weekly rest and preventing the staff from discharging their religious duties. This is totally inhuman, against human/religious rights and anti labour practice as envisaged in ID Act 1947. Our Dept. is not declared as 24x7 working environment as Railways, Transports, Hospitals etc. and no privilege is  given  to our staff, as in case of the above said Departments. Though Secretary Post assured under item no. 76 of JCM DC meeting dt.16.12.2014, Sunday/Holiday duty is ordered as a regular measure in Tamilnadu Circle and now the area is widened.

8. Request to take action to replace outdated Computers/peripherals affecting the quality of service provided to the customers. Though reports obtained region wise for condemning the worn out/outdated systems/peripherals since 2013, nothing happened till time. Staff are facing poor network capabilities and Bandwidth also. User credential problems will be a big threat in working CBS/CIS environment, since we are dealing with day to day deputations on each and every office.

9.  In ordinate delay in releasing of the LGO to P.A. examination results for 2014. This is pending for more than  a year from the date of notification and more than 8 months from the date of examination and even there is no Court case is pending on this . Further , request to declare the vacancies of the respective examination, as and when notification is issued.

10. Request to fill up of all the LSG vacancies by giving promotions to the eligible officials notionally from the actual date by which they are due for promotions against the vacancies arised .  Further, as per the revised HSG I rectt. rules, all the HSG I posts are needed to be filled with HSG-II officials with prescribed qualifying service and the remaining unfilled posts are to be operated at the level of HSG-II. By this process, there is no need to keep any post vacant in the name of dearth of qualified hands. It is requested to fill up all the HSG-I and HSG-II Posts and the chain vacancies arising in LSG may be filled without any loss of time. All the chain of vacancies in HSG-I, HSG-II, LSG may be filled up by convening DPCs and  all the PA vacancies arising out of this promotion process may be filled up. Similar is case of  PM Grade II vacancies.  The Fast track LSG officials opted for PM Grade I   are still working in PM Grade I and there are more PM Grade II vacancies are kept unfilled.

11.  Request to review unmindful redeployment of GDSV posts, against Directorate orders, in Tamilnadu  and to restore the same immediately. In many Divisions, recent statistics are taken, when there is no smaller denomination stamps supplied by the Department in the recent past. Further the stamp vending work has to be undertaken by the counter P.A.s who are already over working due to shortage of staff, bearing various un-normed BD item of  works etc. This will also hamper the other transactions at the counter, when a customer for other purposes has to wait in queue restlessly .

12.  Request to process the pending Rule 38  transfer cases in linking with Annual Direct Recruitment. This has not been done in the year 2014, which resulted in abnormal pendency of transfer requests. Now the notification is issued for Direct recruitment through SSC. As per the rules laid down on this subject under Vol. IV and subsequent GIO, the process of rule 38 is to be completed before chalking out  the ADR for rectt. to a particular year and vacancy in PA cadre is to be assessed by taking into account  the Rule 38 transfers. Further , it is requested that, the communal vacancies may be adjusted during annual recruitment & adjustment of Rule 38 transfer requests, instead of adjusting the same, on case to case basis.                                               

13.  Request to settle the long pending  peripheral HRA cases of  Tambaram, Chennai City South, Salem West, Salem East, Srirangam and Dharmapuri  Divisions.  Further request to draw higher rate of HRA to the places comes under the urban agglomeration of Greater Chennai City (Metropolitan area) and other cities like Madurai/Coimbatore/Trichy areas, based on the  Census 2011   declaration.

14.  Request to settle the long pending stepping up of pay of the promotee seniors with direct recruited juniors appointed on or after 01.01.2006 cases.  Moreover, fixation of pay cases of several postman staff are also pending in many Divisions . For eg. Cases of  Pudukkottai,  Tiruvannamalai , Chengalpattu, Chennai City South Divisions etc.  These cases are reportedly pending with CIFA, as replied by the R.O. , CCR.


15. Request to redraw all the officials, those who are working beyond their prescribed tenures in sensitive post such as staff, stock vigilance etc. in Divisional offices, Regional/Circle offices, as per CVC guidelines.  For eg. officials positioned  in D.O.s  in decade and above long period  in Tambaram, Dharmapuri  Divisions etc. A thorough review is requested in all Divisions throughout the Circle.

16.  Request to review the abnormal deputations and frequent trainings for WCTCs in the acute shortage scenario.  This affects the normal services badly.  In each and every Division, local training centre are opened and officials are deputed on daily basis, just to cater the need of WCTCs. The officials are deputed again and again for the same training modules. When CBS is introduced, officials are deputed for Sanchay post modules again, just to fill up the seats in WCTCs.

17. During acute shortage and over burdened working scenario, and while  we are in transition period and attending innumerous addl. Duties in the name of BD activity,  the officials are harassed in many Divisions  for  any petty lapses/ honest errors/ pending works, without minding the extenuating circumstances.  This is a regular feature in many Divisions and Appellate Authorities also in the habit of enhancing the punishments in the name of review, even in the cases of petty and  honest errors. This happened in Central and Southern Region which causes concern.  Even sincere officials, having good record of service in their past, got anguished and several officials quit the services under VR. Hence this  aspect may kindly be reviewed with suitable remedial action.

18. Request to stop attempts of the administration to frame innocent officials in SB frauds committed by MPKBY/SAS Agents attached to Namakkal HO. Though there is categorical admission by the agents, the Local administration,  instead of  taking action to confiscate the  properties of the agents which may worth to 80 to 90 lakhs as per  Rule 18 of PO SB  General Rules, 1981, the innocent officials are threatened with  for recovery of the defrauded amounts. This raises suspicious ends. A kind review is requested in this case, so as to confiscate the  property, for which trade union has already supplied the recorded  details to all the authorities concerned.

19. Request for periodical maintenance of staff quarters.  This was not attended to for years-to-gether in several areas like  Teynampet, Anna Nagar, Royapettah etc.  Proposal may be taken up to replace the  sewage pipe lines,  water pipe lines in many areas , which were laid  for long back. Proposal  is also requested  for replacing cement floorings into tiles,  colour washing , cleaning of bushes etc. Agency services may be engaged for attending day to day complaints.

20. As per BD Dte No.16-10/2000-BDD dt. 16.1.2000 Supervisory official should be posted based on the revenue generated at the BPCs, since Contract labourers are engaged and  there is every possibility of emanating  malpractices  there . They are meant for the purpose of accounting, depositing of revenue, payment, data maintenance and supervision. But instead of entrusting this work to the IPs/ASPs in major BPCs such as Chennai GPO, Anna Nagar etc. the Accountants of the office are squeezed to attend this work in addition. If any fraud occurs, they will be fixed as scapegoats and recovery  will be imposed. This should be stopped and suitable action should be taken in accordance with the Dte. guidelines. Further, the provision of incentive to the postal staff,  out of commission earned under business package is also denied by the GPO administration. Though instructed vide SR/19-88/110-RJCM dt. 20.10.2011 by the             CPMG, TN.    

21. Non drawal of revised wages/DA and  nonpayment of arrears  from 1.1.2006 to all full time /partime Casual Labourers and nonpayment of weekly off  in Tamilnadu Circ-le, though ordered by Dte. in No. 2-53/2011-PCC dt.22.1.2015 . They are eligible for weekly off, as per  Dte. lr No.45-60/88-SPB I dt. 7.7.88 for six days continuous work, This was reiterated by CPMG, TN  in lr. No.REP/84-1/89 dt. 19.4.1990. Divisional Heads are denying their rights on the plea that there is no casual labourer working under their control, despite of issuance of orders by CPMG, TN in No. REP/84-73/11(pt) dt 8.8.13, confirming Dte. lr. No. 65-24/88-SPB I dt. 17.5.1989.

22. Irregular fixation of TRCA to several BPMs in Kumbakonam Division, Second TRCA of 1600-40-2400 was fixed for them before implementation of Natarajamurthy Committee recommendations. Then it was reduced to the lower stage of Rs.2745-50-4245 after implementation of this Committee report, which is contrary to the

Dte. Memo. No. 5-1/07-WS-I dt. 16.7.12. Though this issue was taken up by several times, this order was misconstrued and the case was negatively closed.

23. Inhuman attitude and harassment of officials by the  Sr. PM, Erode, erratically, which is reported to PMG, WR in several occasions. Request to make a thorough enquiry on the complaints made and to take suitable remedial action to maintain conducive atmosphere and working environment.

24.  Request to stop ordering of Combination of duty/beats to ensure proper timely public services. 
With the introduction of new services like Amazon and other online trading services having heavy unwieldy parcels, engaging the delivery staff for canvassing new schemes introduced like SSA etc., ever increasing number of multi-storied building resulting in vertical expansion of the beats that are not included in the distance covered and many new avenues and ventures like promotion of philately accounts, promoting the same amongst school children, collection of data/information in the prescribed forms from the Old Age Pension beneficiaries, etc have added to the workload of the postmen staff.  Apart from performing the delivery of postal articles with very high percentage everyday that is being keenly monitored by the administration, the nature of duty for delivery staff has become multi-facial and many folded involving marketing skills, canvassing abilities, liaising with important sections of the society.  But all these new additions are not taken into account when the justification for delivery staff is made.  It is further pointed out though the administration claims a major dip in the mails traffic, the fact remains that the mails traffic has been steadily increasing as submitted by our DOP before the 7th CPC.  Under these circumstances, it is requested that the regular ordering of combination of duty for delivery staff may be stopped.  To rub salt to the wound, it is unfair and unjust to order combination of beats in offices where single batch system had been introduced.  It is pertinent to note that almost all offices have been brought under single batch system.  This combination of beats result not only in addition of work load of an additional beat but also the postman is forced to travel extra to cover the distance.  And amidst the ever present traffic snarls and congestion, the covering of extra distance have become a menace. Hence, it is requested not to order Combination of duty/beats and the vacancies of the postman cadre may either be filled up early or substitutes arrangements may be made to tide over the crisis. 

25. Request for assessing the requirements to cater to the needs of delivery staff engaged in delivery of Amazon & other online products.
 While welcoming the move of the administration in entering into a tie-up with establishments like Amazon and other online  consumer service providers in order to boost the revenue generation, this Circle union would like to request the administration to have a proper survey in this area by assessing the needs and requirements of the offices in such new ventures and to improve the infrastructure to ensure smooth handling of such huge, heavy and unwieldy parcels and delivery of the same on the same day.  The transportation and adequate specialized man power exclusively for this purpose requires our immediate attention.  Hence, it is requested that action may be taken on war footing to assess the needs of such services and to provide the same at once to ensure that such valued customers continue to utilize our services happily. 

26. Request to review the administrative orders for asking the delivery staff to enter  the office of posting and name & address of the addressee in the delivery slip for  RLs & SPAs in Chennai City Region:
 Hitherto, the O/O posting and Name & address were entered in the system by the clerical staff in the delivery slip for accountable articles.  The rules envisage that too and hence the postman module had also been set to enter those items mandatorily by the postal assistant.  With an idea to send the delivery out early and to avoid delay in the same, it is recently ordered by the Regional Administration of Chennai City Region that the practice to be dispensed with and the blank columns in the delivery slip like O/O posting and Name & address of the addressee to be filled up by the postmen staff manually.  But, the time taken for writing those on the delivery slip by them is more than that of entering them in the system by the P.As defying the intention of the administration in saving time to send out delivery early.  Hence, it is requested that this impractical order may be withdrawn and status-quo-ante may be ensured.

27. Exhausting the Dovetailed list candidates of Chennai City North Division by promoting them to GDS cadre by filling up of Vacancies so that their services could be utilized in the leave or otherwise vacancies of Postman at Chennai GPO and other Post offices too.
28. Filling up of vacant posts of Sorting Postman and Cash Overseer.   There are many vacancies in existence in all the divisions in sorting postman and cash overseer posts that require to be filled up at once.  Some posts are kept as skeleton and others are manned by existing postman staff that in turn creates further vacancies in the postman cadre.  Hence, early action is requested to fill up all vacant Sorting PM and Cash overseers posts without further delay.

29. Request for dispensing with the oral ordering of reduction of staff during the visits of officers without following the norms of periodical establishment review. It has become the order of the day presently that the posts of many offices are orally ordered to be reduced during the visits of officers.  On all such occasions the officers are influenced by the traffic available for the day of their visit.  In this connection, it is reiterated that the norms of periodical review is given a go-by and instant and on the spot oral orders have become the regular practice being followed now.  Hence, it is requested that the same may be dispensed with.

30. Shifting of Madurai PSD to the ground floor as observed and ordered by Chief PMG from the present fourth floor that causes untold miseries to the MTS staff who have to bear the brunt of carrying hundreds of bags/packets up and down using stairs as the lift is also not working.
This issue is engaging the attention of staff side as well the administration for so long.  The ground floor ear-marked for the PSD in the present building when it was shifted from Tiruparangundram was not given to us owing to stiff resistance by MMS rest room beneficiaries.  As a result, for the past so many years, the MTS of Madurai PSD have to carry manually everyday using the stairs hundreds of bags received and despatched to and from the ground and fourth floors where the PSD is housed now.  Apart from bags, huge-sized packets of stationeries have also to be handled and carried.  To add to the fire, the lift is also not functioning for the past so many years.  During the visit, the Chief PMG has personally observed the owes of the MTS employees and ordered to shift it at once to the ground floor by vacating the MMS rest room to the upstairs.  Till a pakka building is constructed in the available space in the ground floor, this arrangement ordered by the Chief PMG may please be implemented without any delay taking into account the plight and owes of the MTS employees majority of whom are above 50 years.

31 Request for intervention to desist from harassment meted out to postal officials in general and Postman and GDS staff in particular:       While our employees are whole-heartedly prepared to extend the fullest cooperation in all the endeavours of the department to generate more revenue, we would like to point out that flexing the muscles and twisting-the arms methods adopted by that result in harassment of employees will not yield desired results.  Motivating the work force and encouraging and honouring the hard work and contribution by the administrators would go a long way in meeting the targets rather than stern and stiff approach.  In many divisions, the group officers take the atmosphere to their advantage and harass the officials by veiled threats and warnings.  There are instances where the Sub divisional officers make women employees travel a long distance to come to the D.O or R.O. to meet them after working hours.  This is clear violations of not only human rights but  may result in sexual harassment too.  None granting of paid leaves to GDS employees, denying the service benefits to the departmental staff in one way or other are not stray cases reported by the aggrieved employees.  Hence, it is urged that the hitherto adopted methods of twisting the arms may be stopped and the method of motivation and encouragement may be adopted.

32.Inordinate delay in settling the retirement benefits to the retired officials especially in Western Region.
            It is reported that the retirement benefits like DCRG and commutation that are usually handed over to the retiring employee within a couple of days of retirement if not on the day of retirement itself are presently getting unduly delayed.  To cite a case, Sri. R. Palanisamy, Cash Overseer, CBE HO who retired on 30.6.15 on superannuation had to wait till 22.7.15 to get the papers.  Another case, i.e. Sri.Velusamy, PM, CBE HO, who retired on 30.6.15 is yet to get the settlements. These are not stray cases, but just to quote the state of affairs prevailing.  Efforts may be taken to ensure early settlement of retirement benefits without any delay.

33. Request for provision of Departmental Canteen in Major offices.
There are many bigger Post offices and RMS offices and certain departmental buildings house post office, administrative office and RMS office in one and the same complex where more than 200 employees work.  The
norms of opening of departmental canteen are fulfilled in these buildings with adequate number of employees


working in the same building.  In order to facilitate the cost effective food to the employees where the ‘no loss-no profit’ concept is adopted, the departmental canteens may be started.  Early action in this matter is highly solicited.

34. Request to expedite action to build departmental buildings in our vacant land available at Kilpauk, Abibullah Road in T. Nagar in Chennai, Munichalai Road and Arasaradi in Madurai and other sites to use for our department purpose to reduce costs by preventing huge sums being paid as rents.

35. Request to initiate action to prevent damage to our image and reputation arising out of imaginary, fictitious and fraudulent companies availing our valued COD facility.
It is upsetting to note that many fictitious and fraudulent companies utilize our valued COD service to deceive and cheat gullible customers.  The administration has rightly called for information regarding such acts and to collect complaints from public and to forward to them for corrective measures.  Early preventive action is the need of the hour.  It is further reported that to deliver such articles bringing the delivery staff on duty on Sundays and holidays invite wrath from the work force and public alike.  A thorough review over this matter is required.

36.Request for appointing a Doctor in the vacant post at Tirunelveli dispensary. There are two Doctor posts in Tirunelveli dispensary.  One post is vacant.  If the available doctor goes on leave, the work comes to a standstill resulting in innumerable difficulties to the patients.  Hence needy action may be taken at once to fill up the vacancy. 

37. Request  to supply umbrellas and chappals to all Postman and MTS / eligible GDS officials, since the rainy season is fast approaching.

38. Request to provide  insurance facility to CO/HPM/Stg PM for conveyance of heavy cash remittance between offices and  there is no police escort  provided on many occasions .

39. Request to take immediate action  to construct a new buildings for Pondicherry  divisional office and Saram
P.O. in the available site.

40.  When the postman staff decline their promotion to the post of  CO/MO/HPM/STG PM , their request were rejected by the authorities.  But as per the basic rules, there is every right to deny their promotions. This is in practice in other cadres viz. . PA   IP,  ASP  and  even SPs. Hence this should be allowed.

41. Request to cancel the FR 17(A) imposed on the officials of Pondicherry Division in connection with the strike on 19.08.2013 and 20.08.2013, since there is no incitement, instances of violence and sabotage in that case.
As per Directorate instruction contained in Member (P) letter no 8-27/97-SR(pt) dated 23.06.1998 and letter no 8.1-2001- SR dated 07.02.2001 and vide Directorate letter No.08/15/2011- SR dated 09/01/2012  it has been categorically stated that FR-17–A  can be imposed only in cases of incitement , instances of violence and sabotage etc. The same instructions have also been communicated.  No such incident happened during the two das strike on 19/08/2013 & 20/08/2013. Further as clarified vide DOPT OM 40.10/1(5)90/ESTT(B) dated 01.05.1991 and Directorate’s D.O letter number 8 27/97-SR dated31.12.97 the principle of “No work no pay” is mandatory for the period of strike. However the provision of Rule FR 17(a) in respect of Departmental  Employees and Rule19 of ED (conduct and service ) Rules, 1964 in respect of EDAs may be invoked only in cases incitement, instances of violence, sabotage etc. The department is following the above instruction in the matter of treating the strike period and strike situation.                                 
42.    Request to supply new poly propylene bags.  In our circle, the bags using in RMS & Post offices are completely in damaged and looks in bad condition.   Hence, kindly arrange to supply new poly propylene bags.

43.     Request to install invertors in small Post offices and RMS in our circle.
The cost of the invertors and maintenance compare to the small generators is very less.   No need to spend money for every time to purchase diesel and periodical maintenance.  As a trial basis request to install invertors
in one or two offices in Chennai eg: Egmore RMS and Egmore RS TMO.   If it is successful, then it may be installed in other small RMS & Post offices and also compare the cost difference.

44. Request to remove false –ceiling in CCRC, Anna Road Stg .
At the time of introduction of MNOP at CCRC Anna Road Stg, the full office is completely air conditioned for that the false ceiling was laid. Now, the air condition was removed in CCRC, but the false ceiling is not removed.  It gives sultry condition.   Hence  the false ceiling  may be removed and ceiling fans may be fixed.  

45. Request to allot funds for Training . In most of the postal and RMS offices, the officials are compelled to under go  training at PTC Madurai/ WCTCs.  The are granted with advance  only  and the bills are not yet cleared  everywhere,  especially in Chennai Sorting Division.   .

46.. Disparity in salary reported in RMS units for the newly  appointed SA s.   In Chennai Sorting division, the candidates who are selected for SA cadre have been given monthly salary as admissible before undergoing the Induction training. But in MA Division, the selected candidates have been given remuneration @ Rs.23.40/- per hour.   It is  irregular and the disparity  may be rectified.

47. Request to provide Rest-rooms and dining rooms in RMS offices.  In RMS offices, the staff are working round the clock.   But they do not have proper rest room and dining room. Hence, kindly ensure rest room and dining room in  all the RMS offices.

48. Request to promote LSG Accountants to HSG II grade.      The PO & RMS examination is common for Postal and RMS staffs.  The qualified Accountants working in RMS side, they got promotion upto LSG cadre only. After introduction of HSG Rectt. rules 2013, there is no separate distinction  between Accounts and General line in HSG II cadre. Hence all the erstwhile HSG II posts in Accounts line may be filled with, from either way and promotions may be granted with, to the eligible officials.

49.  Request to withdraw ASPs/IPOs  from operative units in RMS offices.     In our circle, lot of shortage in ASPs/IPOs cadre at sensitive units like Postal side.   But in RMS office operative side, the ASP/IPOs  are working like a supervisor.   In most of the units already Head Sorting Assistants and Supervisors are monitoring the day to day works.     Hence, there is no need of ASP/IPOs in the operative units in RMS offices.  They may be utilized in  the vacant places of Postal side.

50. Request to repair hoist in Park Town Stg . In Park Town Sorting office, the hoist available is not working for a long period.   It is very difficult to lift the bags.   Hence, it is request to repair the hoist immediately.  

51. Request to fill-up all the GDS vacancies in RMS units. Before recruiting the GDS from the open quota,  kindly consider the dovetailed list as per the court orders and fill up all the GDS vacant posts.

52. Request to extend welfare measure to the Mail peons of CMMS/DMMS.    The Mail peons who are working in CMMS/DMMS have no security to their life. If any accidents occurs, they will not get any benefits to their families.   Hence, it is requested to make necessary arrangements for insurance to their life.

53. Filling up of vacant MTS posts in various divisions with the staff of APSO and Chennai sorting Division. There are more vacancies of MTS posts in various divisions in our Postal wing.   In some divisions due to non-availability of Casual Labourers, the vacant post of  MTS are transferred to open quota.   In this connections    we request to kindly fill up the MTS vacant posts by selecting the senior most TSCL staff of Chennai Sorting Division and APSO as one time measure.

54. Requent to Grant night duty rest to the TSCL officials.     At present the TSCL staffs, who are working in the night sets in the substitute (vacant) place of MTS.   But they are denied to avail night duty rest.  Hence, it is request to grant to avail night duty rest to the TSCL staff,   as like  other  MTS officials.  

55.  Request to arrange Mail guards in T-4 section . Our department decided to operate Chennai to Rameswaram and  Rameswaram to Chennai vice versa from 28.07.2015 onwards.   From Chennai to Trichy T-31 section with mail agent and from Trichy to Rameswaram T-4 section with mail guard.   Now, it is learnt that T-4 section is
also runs with Mail agent. It is not correct and also in  violation of the agreement with the then PMG.  Hence, it is requested to issue necessary orders to post mail guards in T-4 section.

56. Request to fill-up the vacant GDS place.     Most of the GDS are promoted as MTS.   Hence, the GDS posts in all units are kept vacant and works at operative units manned with much more difficulties.   Hence it is requested to permit to utilize outsiders in the place of vacant GDS until the GDS recruitment.

57. Request not to disturb Chennai MMS work shop.     It is proposed to construct the AMPC building at MMS Chennai premises.  The workshop in the MMS is especially constructed for the purpose of repairing the vehicles with all the facilities.  Hence, it is requested to implement the AMPC process, without any disturbance to the MMS workshop.

58. Request to maintain rest houses.     Most of the rest houses available in our Circle are not in good condition and requires some repairs.   Hence it is requested to maintain properly and fill-up care taker post in  all the rest houses.

59. Request to consider Rule-38 transfers in RMS units. Some of the officials are applied for Rule-38 transfer and eagerly waiting for their transfers.    Hence, it is request to consider the Rule-38 transfer genuine cases as earliest.   The waiting list numbers should be intimated to the concerned officials.

60. Request to paint RMS buildings.      Most of the RMS offices are not painted for more than five years.   Hence it is requested to paint the RMS offices at least once in three years .

61. Request to replace old Computer/peripherals in RMS units. In our circle, most of the peripherals available in RMS offices are supplied for  long back.   Hence, it is requested to kindly replace the old computers/peripherals.
62. Request for compensating the extra work hours put in official of CBS implemented offices . On introduction of CBS in various offices, the staffs are put into intolerable hardship on day to day basis with no respite in sight in the near future. The officials of these offices are forced to stay in office after office working hours in order to complete the CBS verification. Request for finding way and means to end the endless travails meted to officials in CBS offices.  The plight of the women employees is ineffable and RISK fraught especially when they are to return to home in the late hours. Apart from, becoming totally indifferent to their domestic chores including child care, their  vulnerability to the undesirable incidents either while working alone in the office in isolation or on the way back to home in odd hours are to be borne in consideration and remedy found on a  war - foot basis.

63.  Non Payment of DCRG in one lump sum to the eligible cases. The practice of withholding the part of eligible DCRG to the retired officials or the nominee of the of the deceased employee still continue in all cases. As per the DOPT orders in 20/16/1998-P&PW (F) dated 19th February, 2013, withholding of 10 % of DCGR is required to be done only in respect of official in whose cases the clearance are to be given clearance from Directorate of Estates. It is further reiterated that except for adjusting the outstanding dues towards Govt. accommodation, DCRG cannot be withheld for whatsoever other reason be. Request to take action on this .
64.  Request for devising the eligibility criterions by the competent authority, duly circulating the same amongst the officials and enable to confirm their eligibility before proceeding to PTC and contest in the event of deviation.  Request for allocation of seats and deputing the officials well in advance to make them prepared for the training on prior hand.

65. Non grant of financial upgradation to MACP III for declining to join the postmaster Grade I on getting qualified .  The officials who are given MACP III up gradation are denied pension benefit citing the reason the officials have declined the promotion of Postmaster Grade I after declaration of result and before joining the post.  For eg.Shri.DhanapaL, an MACP II official,on becoming successful in the exam for Postmaster Grade I exam and declined the promotion on when he is about to get his MACP III upgradation. The official had declined the Postmaster Grade I post for his personal reason as per the stipulation contained in DG Posts letter
no.93-06/2012-SPB II dated 11.3.2013. Meanwhile, he become due for MACP III and was granted MACP by screening committee w.e.f. 16.6.12. Further, prior to superannuation on 31.12.2014,   his pension paper on the basis of last pay drawn in grade pay of Rs.4,600/- was objected to by the audit on the plea that official could not be granted MACP III because he declined the promotion invoking para 25 of MACP orders. This is not correct. This is not the declination of the promotion granted by virtue of his seniority, but declination of promotion got by virtue of passing  the  examination. Request for treating the cases identical to the above not under the ambit of Para 25 of MACP orders.

66. Request for relaxing the power of granting advance of medical expenses upto the permissible limit without imposing ceiling of up to Rs.10,000 /- at divisional level. As per the direction contained in C.O. letter no. APB/42-Medical advance/14-15 dated 25.08.2014, the head of divisions are restricted to grant advance only to Rs.10,000/- in all cases involving grant of medical advance. All medical bills fulfilling the eligibility criterion as per the CSMA rules and CGHS rules as the case may be are passed by the head of the division hitherto. Likewise, advance of medical expenses for the applicable cases in which the head of the division are eligible to pass the final bill also have been passed by the head of the division up to permissible limit (i.e. 80% of estimate in the authorities rate) without any restriction. Only the cases which come under the ambit of appendix VIII of CSMA rules are being referred to R.O. for final passing and no advance are granted to in such cases.

67. Request for grant of honorarium for the fixation of pay in respect of those whose increment falls due from 2.1.2006 to 30.6.2006 The work related to fixation of as per the Revised Pay rules 2006 and drawl of arrears ,on pro-rata basis was granted vide the authority contained in DG(P) letter no 42-1/2008 PAP dated 21.12.2009.
The fixation done to those officials for whose increment fell in the first half of the year 2006 were ordered to be re-fixed by granting one increment as on 31.12.2005 in the pre-revised pay and arrear be drawn accordingly vide MOF OM No. 10/02/2011-E III-A dated 19.3.2012.More than half of the officials pay coming under purview of this stipulation was done and arrear was drawn from 1.1.2006 to 2012. The head of the divisions are not granting the honorarium without discerning the actual content and scheme of the work involved in the subject matter by simply misconceiving the matter as sheer grant of one time increment. The way in which the fixation was re- fixed  as per the MOF OM dated 19.3.2012 and the subsequent instruction contained in the OM dated 22.5.2013 & 3.1.2013 on the  procedure to adapted sequel to re fixation all stand to testify the wok done now are replica of the work that was initially done as per the RP rule 2006.Hence this request to compensate the officials working in accounts branch that are overworked due to shortage of staff.

68. Request for sanctioning the 1/4th of full daily allowance, as special allowance, to those who are compulsorily to  take up the boarding and lodging at the training institutes. As per the GOI (3) 2 below SR 164, the officials staying in the residential training programs by paying the fixed rates are to be given special allowance. The plea of passing authorities that the new DA rule w.e.f 1.9.2008 cannot be applied is not tenable. As per new rule from 1.9.2008, except new rates (comprising of three components viz. food bill, accommodation and local travel expenditure} none of the other conditions that were in prevalence as on 1.9.2008 were amended. In fact options to claim on either old rate or new rates have also been accorded. While the stipulations are so firm and amenable, the contention that the rules prior to 1.9.2008 are extinct is not correct.
69.  Request to follow uniform procedures in calculating the interest of HBA by excluding the high rate of interest. As per the rule on the subject, the sanctions of HBA should invariably stipulate a higher rate of interest at 2.5% above prescribed rates with the relaxation that if conditions attached to the sanction are fulfilled, rebate of interest to the extent of 2.5% will be allowed. In some Regions, the 2.5% of rebate is allowed if the conditions attached to the sanctions are fulfilled up to the point of repaying the Principle amount itself. Thus, the Interest rate is calculated in the normal rate and installments/recovery of Interest ordered accordingly. On other hand, in some Regions, the higher rate of Interest is levied up to the last installment of interest recovery and rebate is allowed only after ensuring the conditions attached to the sanction are fulfilled until this point of time.

70. Request for bailing out officials who have been slapped with recovery to the tune of several lakhs for non-adherence of rules relating to granting of Postage concession to the Registered News papers.
As per the report of the Audit in various places during the past two years, the pilferage of Department Revenue due to sanction of Postage concession to the Registered News Papers not registered with the
Registrar of News Papers is engaging serious attention and recovery of the loss to the officials at fault ranging from Dealing Assistants to the Head of the Divisions, are ordered.  The mandatory condition of getting registered the News Papers with the Registrar came into force from 2008, as per the DG orders. But the recoveries are ordered in respect of the Registered News Papers that were in existence prior to 2008 and whose currency of license were intact without break is required to be reviewed. The question of issuing fresh license does not arise in these cases whose currency of previous registration is well in force and renewed in time. Therefore, imposing the stipulations of 2008 cannot be insisted. Request the chair to seek exemptions to the audit objections where the imposition of 2008 orders were not required.

71.  Request for Installation of Solar power energy in Circle Office  and in major Head office buildings . In our Circle Office building we are having more than one office and the consumption of Electricity is more. When BSNL office was functioning in the same building we were paying nearly Rs.6,00,000 /- per month for Electricity. But after BSNL vacated the premises monthly Electricity charges remain the same. Nowadays both the Central & State Governments are taking a lot of efforts to promote solar power as an alternate non conventional source of energy, which is also environmental friendly Govt Departments like ours can take initiatives to have solar power plants for electricity and set an example for Private sector . Hence this forum requests the T.N. Circle administration to sincerely consider this suggestion from the staff side in the larger interest of the Department as well as the Nation.

72. Request to put an end to the practice of shifting Circle Office staff to other wings of the     department in the name of  temporary attachment, which is not authorized by any Departmental  rules. Circle Office administration may please ensure that CO/RO staff is not   posted outside CO/RO even temporarily for making room for operative side staff to continue to  work  in   C.O. on deputation.

73. Immediate repairing works to be carried out in the Gents Toilet in II floor at C.O. to avoid any   untoward incident as the a portion of the ceiling inside the Gents toilet has already fallen one  year back and the remaining portion appears to be in a dilapidated condition and may  come   down at any  time is posing a serious threat to the officials. Both the service unions have taken    up the issue with the Circle Administration but the position  remain the same. Immediate  necessary steps may please be taken to carry out repairing works  on a war foot. Besides, the case of water problem in the building, including Anna Road HPO may be  solved as a permanent measure by getting metro water connection to the sumps and by drilling deep bore well. This may be looked into.

74. Request to stop recovery of amount of loss in SB from Subsidiary offenders in fraud cases. Viz. SB/SBCO staff. It is requested to take necessary action to recover the amount defrauded from the Prime offender only as far as the offender is alive and sane. Para 2.1 of DG post letter no. 4-66/TN-16/2009-INV dated 19.03.2015 clearly indicates the action to be taken. Hence specific orders may be issued to recover the defrauded amount from the officials / persons/Agents who actually involved and gained money from the fraud. Also cause issue of necessary orders to stop recovery from the officials identified as Subsidiary offenders in the existing cases immediately.                                                                                                                                                .

75. Provision of Record room to SBCO Units. SBCO is responsible to keep in its safe custody important records vide Rule 4 and to preserve them up to specified period as mentioned in Rule 25 of SB control Procedure. To preserve the records, Record room with sufficient space and steel almirahs with lock and key should be provided vide Rules. Only if this requirement is fulfilled, all the records may be arranged in a systematic manner and in case of any fraud, records required for investigation purpose will be retrieved early and handed over to Administration.

76. Review of Computer systems available in SBCO units .The SBCO branches were equipped with computers during 1995/96    and most of the SBCO units are still functioning with the very old computer systems in FoxPro based programme. It is requested to conduct an  overall assessment of the functioning/ condemnation  of the Computers/peripherals, so as to   replace with new ones.



77. Request to regularize all GDS staff   who are on provisional appointments, years together and   grant their due financial benefits including bonus.  This is pending in  several divisions  throughout TN Circle.

78. Request to consider the plight casual workers engaged prior to 1.9.93 in the vacant GDS posts before resorting open notification with time frame, as per DG Posts order No. 17-39/4/2012-GDS dt.14.1.2015. Also, this has reference to OA No.520/2004 and SLP 21825/2006.

79. Nonpayment of  severance amount, gratuity  and EDGIS amounts to the GDS  officials,  those who have retired/promoted/died on or after the year 2013, since enormous cases are pending for long.

80. Request to supply the essential items such as  RPLI Receipt Books, Pass Books, B.O. journals, pay-in-slips, B.O. daily accounts, BO Accounts  smaller denomination stamps, post cards etc. to all the  B.O.  for effective functioning.

81. Nonpayment of RPLI commission bills to the  GDS  for  long. Action is requested to get fund allotments.

82. Non- Grant of arrears to GDS substitutes for the period 1/1/2006 to 9/10/2009 despite Directorate Orders on the Plea of paucity of funds in the salary Head in several divisions eg. Salem East Division, Tirupur Dn, Erode Dn, Salem west dn, Krishnagiri Dn, Tiruvannamalai Division etc.

83. Extending the benefit of enhanced ceiling of  ex-gratia gratuity and severance amount to the GDS who were discharged during the period from 01-01-2006 to 31-08-2010 also. These GDS were paid with pay and
allowances at the revised rate but gratuity and severance amount were paid at the old ceiling which is arbitrary.

84. Request to issue Identity Cards to the casual labourers, since they are undertaking duties with the public, moving within the  Railway stations/bus stands at  late nights/’ nights in mail exchange, their identity is much required as a safety measure. They are often meeting troubles with the Railway/Police authorities                                                             
85. Request to restore the contingent water carrier , sweeper ,  scavenger posts , which were abolished in several divisions. For eg. Cuddalore. These works are  now entrusted with the MTS  which creates social stigma in the changed environment of revised recruitment rules, where even Engineering graduates are recruited for the post of MTS.

86. Request to implement the revision of payment w.e.f. 1.4.2015 to the  Casual Labourer engaged in BPCs for various BD activities, since  the Dte. has already issued orders to make payment for the outsiders engged in BPCs on piece rate basis for the  work performed by them at not more than 50% of the rate prescribed, vide  No. BDD/Mailing/01/96 dt 13.5.1999 and BD/1-2/2002/Vol. III dt. 11.2.2009.

87.  Request to give suitable instructions to the authorities concerned to permit the officials for examinations in whose cases  there is  contemplation/pending of disc. Proceedings. This was not done in Tamilnadu Circle, though  there is specific provisions in Rule 11 (27) of CCS (CCA) Rules 1965.

88.  Non maintenance of Generators/ under disrepairs for long period in many Divisions throughout TN Circle eg. Kanachipuram, Tiruvallur,Tambaram, Tiruthuraipundi  HO etc.  A review is requested to get them repaired and brought in to use again.

89. Request to issue orders for payment of 1% incentive for  RPLI premium collection to the officials , those who are working on the respective transactions.  But this was not done and this is now paid to the incumbent those who worked at the time  of initial procurement. He is nothing to do with the subsequent transactions nor canvassing for subsequent premium collection as in the case of LIC Agents.

90. Request to stop manual preparation and  compilation of  innumerable monthly, fortnightly, daily statements and reports which is irrelevant in the present technological trends. Instead, required tools may be introduced in the systems/ software to avoid time consumption.

91. Request for immediate repairing of High speed Franking machine (type 550 L Model), located at BPC, Chennai GPO which is under disrepairs for the past 1 ½ months. There is no AMC for that and there is heavy delay in exhausting usual procedures. Now slow speed model  FM ( type 100 L) is working, which could not able to cater the need of the  BPC requirements, resulting in accumulation  of  huge volume of mails, inviting complaints and in turn loosing  customer base, despite  making repeated reports to the Chief PM, Chennai GPO.

92. Request to withdraw the irregularly opened Franchisee outlet in close proximity  to Begampur PO/Dindigul Dn. affecting the  business of the  Post office heavily. The basic norm prescribed by the Directorate is “the out let can be opened at a place where a post office cannot be opened as per departmental norms” and also the minimum distance should be 1.5 km with the nearest PO.   

93. Erection of new bore well at Kanchipuram HO, since there is water problem pending unresolved for years together.

94.Inadequate supply of  report sheets / computer stationery all over the Circle . A thorough review is requested for the  requirements and  ensure streamlining of proper supply to the HOs/SOs.

95. Reqeust for provision of Home Guard to all HPOs/ cash conveyance work in the absence of police escort.

96. Request to change the working hours to  10.00 to 06.00 at all HPOs instead of 09.00 to 05.00 to avoid idle wait at the morning and to secure closing despatches in the evenings.

97. Request for Dequarterisation of Post offices which are  ineligible for dwelling – cases  of WR  are pending for long  since the  last  RJCM meeting.

98. Request to take suitable action on the problems arises on shifting of PSD into CSD premises such as
a)Keeping all the stock at the CSD itself or deduct the outgoing stock from the daily report of CSD.
b)Providing separate rest rooms as required.
c)Checking  the strength of the building before loading the PSD forms on the first floor.
d) Order for observing same attendance and weekly off for both office.
e) replacing the damaged wire mesh provided in the compound wall of CSD to prevent entry of miscreants. 

99. Request to take action to build an Annex building at Tirupur H.O, which  is  a pending request for long, since the staff , public and the administration are suffering with lack of sufficient accommodation with SOA. Tirupur is the 5th largest city in TN  and Tirupur HO is now housing  HO, D.O, DLTC & BPC.

100. Request to  upgrade Gandhinagar ‘A’ Class office/Tirupur Dn into LSG office by downgrading Iduvampalayam LSG Office into ‘A ‘Class office.  Gandhi Nagar S.O. is now developed as a heavy transaction office.  The status of the office is ‘A’ class office.   Both the offices are under Tirupur division and Tirupur UA.  It will not only be helpful to all stakeholders but scientific requirement also.  The implementation of the above proposal is suggested on matching saving basis and hence no expenditure in any way is required.
